The Ecological Committee moved to a new building this year, but the builders have not yet received their money. Until the end of construction, the chairman of the committee changed 3 times. “There was a big difference in costs due to the fact that each chairman made changes to the estimate, and the entrepreneurs believed in their verbal promises and carried out the work,” the unpaid businesswoman says.
The construction of the Ecology Committee building, located at Bunyodkor Street 7-a, Chilanzar district (next to the “Novza” mosque), started in 2020. At that time, the Committee was headed by Shavkat Abdurazzokov (he is now the governor of Namangan region), and project-estimate documents and expenses were approved at that time.
“Shuhrat Maksimal Servis” LLC was selected for construction works based on a tender. This LLC involved several enterprises as subcontractors in the construction process. In particular, the installation of elevators in the building and the covering of the building’s facade with plastic panels were entrusted to “Doston Akfa Plus” LLC on the basis of contracts worth 500 and 235 million concluded in 2021.
Intizor Abdalniyozova, head of “Doston Akfa Plus”, said that more services were provided than in the estimate documents, believing the demands and oral promises of the leaders to cover the costs.
“During the time I was working, the chairman of the committee changed 3 times. The first of them asked us to make the elevators gold, and the new one came and demanded that we change it to metallic color. We fulfilled their request. At that time, a change was made to the estimate. At the end of 2021, the elevator used by the Chairman of the Ecology Committee was put into operation. The second elevator is also 95% completed. If the chairman changes, this should not bother a businessman.
The problem is that, despite the fact that I have submitted the work in 95% ready condition as early as 2021, it has not been accepted from me until today. The construction company that won the tender and hired us declared bankruptcy. The reason is that Ecology Committee has been delaying the payment of 9 billion soums to “Shuhrat Maximal Service” LLC. Because of this, I cannot get 358 million soums of the money agreed in the contract.
I am not the only one who has suffered. If you go to the State Committee for Ecology, you will see dozens of businessmen who cannot get their money, they are waiting for the leader’s arrival,” the businesswoman says.
The entrepreneur says that the supplying organization sued her for not paying the elevator fee on time, and none of her 11 appeals to the State Committee for Ecology were answered.
Abdalniyozova said that she also repaired the room of the committee leaders. “Doston Akfa Plus” LLC installed expensive doors in these rooms, while the rest of the equipment was installed by other enterprises. Even, according to the opinion of the leaders, instead of the $100 lavatory provided in the estimate, a $1,000 one was installed.
“During the time of the previous chairman, Oblomurodov was asked to install a $1,000 toilet instead of $100 one in the estimate. But this businessman has not received his money yet,” Intizor Abdalniyozova says.
The businesswoman was able to enter the reception of Narzullo Oblomurodov, and the chairman said that 130 million soums will be paid on the basis of an additional contract by the end of the year. However, the businesswoman is not satisfied with this offer, she wants the debt of 358 million soums to be paid in full. Also, she is dissatisfied with the fact that the completed works are not being accepted from her.
Intizor Abdalniyozova, unlike the dispute with the State Committee on Automobile Roads, did not sue the Eco-Committee. Because its customer is not a direct committee. That is why she believes in the promise of the committee chairman Oblomurodov that “we will pay your money”.
By the way, after Kun.uz article about the Committee on Automobile Roads, the Eco-Committee also started to react. They contacted Abdalniyozova and said not to disclose the matter to the public and that they would pay her money soon. But even after that conversation, almost 1 week has passed, but there is no sign of payment.
Oblomurodov’s press secretary, Ismat Dustmurodov, could not comment on the situation at the meeting held at the committee on November 25. He could only say that the businesswoman was here, she was being received by one of the deputies of the committee chairman.
Nevertheless, we did not receive an answer to our questions to clarify Intizor Abdalniyozova’s case.
