Saving for bricks and walls – how many years does it take to buy a home in Uzbekistan?

Housing prices and average monthly salaries vary significantly across Uzbekistan. For example, the price of a new 60-square-meter apartment in Navoi region equals 58 average monthly wages. In Samarkand region, however, a person earning the average salary would need to work 151 months (12.5 years) without spending on anything else to afford a similar two-room apartment.

In recent years, wages in Uzbekistan have risen substantially. In the first half of 2025, the average monthly salary nationwide reached UZS 5.98 million – twice as high as in the same period of 2021. At the same time, prices for many goods, including housing, have also been steadily increasing. The following provides a regional breakdown of affordability when it comes to home ownership.

Wages by region

As of 1 July, the highest average monthly salaries were recorded in Tashkent city (UZS 10.14 million), Navoi region (UZS 7.49 million), and Tashkent region (UZS 5.67 million). The lowest averages were registered in Kashkadarya (UZS 4.15 million), Surkhandarya (UZS 4.26 million), and Namangan (UZS 4.35 million).

Only two administrative units – Tashkent city and Navoi region – had nominal wages above the national average. In all other regions, salaries were below that level. The gap between the highest and lowest-paying regions (Tashkent city and Kashkadarya) exceeded 2.4 times.

Housing prices by region

By the end of the second quarter of 2025, the highest primary market housing prices were recorded in Tashkent city (UZS 14.54 million per sq m), Samarkand region (UZS 11.17 million), and Tashkent region (UZS 8.95 million). The lowest prices were seen in Karakalpakstan (UZS 5.08 million), Syrdarya (UZS 5.13 million), and Namangan (UZS 5.46 million).

Compared to the first quarter of 2022, housing prices rose the most in:

  • Khorezm region – 94%
  • Bukhara region – 85%
  • Syrdarya region – 78%
  • Navoi region – 73%
  • Andijan region – 70%
  • Jizzakh region – 63%
  • Tashkent city – 62%
  • Tashkent region – 59%
  • Karakalpakstan – 55%
  • Fergana region – 55%
  • Surkhandarya region – 41%
  • Kashkadarya region – 40%
  • Namangan region – 36%
  • Samarkand region – 35%

During the same period, wages grew at a slower pace in many regions. For instance, in Khorezm, salaries increased by 66%, in Bukhara by 62%, in Syrdarya by 68%, in Navoi by 58%, in Andijan by 65%, in Jizzakh by 67%, and in Tashkent region by 51%. In these areas, housing prices rose faster than wages.

Meanwhile, in Tashkent city (94%), Karakalpakstan (62%), Fergana (71%), Surkhandarya (63%), Kashkadarya (58%), Namangan (63%), and Samarkand (68%), wage growth outpaced the increase in housing prices.

Affordability by region

The affordability of housing varies widely across the country. In Tashkent city, buying a 60-square-meter apartment on the primary market costs the equivalent of 7 years and 2 months of the average salary. In other regions, the figure is:

  • Navoi – 4 years 10 months
  • Karakalpakstan – 5 years 4 months
  • Syrdarya – 5 years 4 months
  • Namangan – 6 years 3 months
  • Jizzakh – 6 years 6 months
  • Fergana – 6 years 8 months
  • Khorezm – 6 years 10 months
  • Andijan – 6 years 11 months
  • Kashkadarya – 7 years 6 months
  • Surkhandarya – 7 years 6 months
  • Bukhara – 7 years 10 months
  • Tashkent region – 7 years 11 months
  • Samarkand – 12 years 7 months

Navoi region has the shortest path to home ownership, where an average salary earner can buy a 60-square-meter apartment in just under five years. In contrast, purchasing a home remains most difficult in Samarkand region, requiring more than 12 years of average wages – the longest period in the country.
