Aerospace monitoring to detect illegal land seizures and construction in Uzbekistan

President Shavkat Mirziyoyev on 18 September approved new measures to combat corruption in land relations. The resolution was published on Lex.uz.
The goal is to implement a unified land control system based on digital technologies and to strengthen coordination among government agencies to prevent illegal land seizures and unauthorized construction.
All data on violations in land relations will be recorded in the cadastral agency’s system E-Yer Nazorat. The system will also collect information on case outcomes from courts, prosecutors, and other relevant bodies.
Starting 1 January 2026, all decisions on measures related to violations of land legislation – such as misuse or inefficient use of land, land grabs, and illegal construction – will be enforced through E-Yer Nazorat.
The state agency UzCosmos will conduct aerospace monitoring of land plots twice a year and analyze satellite images. If changes indicate a high probability of violations, the data will be transferred to E-Yer Nazorat via the Digital Government interagency integration platform.
From there, information on violations will be sent to the appropriate authority depending on the type of violation and location – including UzAgroInspection, the Ministry of Ecology, the Ministry of Construction, the Construction Inspectorate, or the Cadastral Agency.
Uzbekistan’s territory will be divided into three categories of risk for land misuse, illegal occupation, and unauthorized construction: areas with a high risk level will be classified as “red,” medium risk as “yellow,” and low risk as “green.”
“Red” zones will be monitored at least quarterly with specialized drones, while “yellow” zones will be monitored every six months by aircraft. The Cadastral Agency will determine the criteria for risk categorization and the measures to be applied within each category.
Citizens, organizations, and neighborhood chairpersons will be able to use E-Yer Nazorat to submit requests to verify the legality of construction, as well as complaints about land misuse, illegal occupation, and unauthorized building. In addition, prevention inspectors will send reports on such violations to the relevant authorities.
