How to Obtain a Driver’s License in Uzbekistan

The process of getting a driver’s license in Uzbekistan takes about five months and costs between 8 and 10 million UZS. Below, we break down the medical certification requirements, the enrollment procedure for driving schools, and the format of the final exam.

The procedure for obtaining a driver’s license in Uzbekistan is defined by Cabinet of Ministers Resolution No. 408, issued on May 31, 2018.

The document outlines:

  • the requirements for prospective drivers,
  • the rules for training in driving schools,
  • the list of exams administered by the Unified Examination Center.

All stages are mandatory and must be completed in a set sequence.

Minimum Age Requirements for Obtaining a Driver’s License

A Category B driver’s license can be obtained starting at age 18. Age thresholds vary depending on the type of vehicle, so below are the minimum requirements for the most common categories.

Starting from February 1, 2026, candidates applying for Categories A and B will be allowed to study the theory portion independently. However, practical training must still be completed with an instructor.

When choosing a driving school, it is important to verify that it is licensed by the SBDD (the Traffic Safety Department). The license number is usually listed on the school’s website or social media pages. A licensed school submits confirmation of your completed training directly to the examination center, while you submit the required documents for the exam yourself.

Duration of Training

On average, training programs include 100 to 260–270 hours in total. This consists of classroom-based theory lessons along with 40–50 hours of practical driving. The exact number of hours is determined by each driving school individually.

The length of the training period also varies: the minimum is about 2.5–3 months, while the maximum can reach 4–5 months, depending on the program selected. During this time, students complete the theoretical curriculum, practical sessions, and exam preparation.

Cost of Training in Driving Schools

Driving schools offer full training programs, additional instructor-led sessions, women-only groups, and accelerated preparation courses. Below are the main types of programs and their typical prices.

How Much a Full Driving Course Costs

A full driving course in Tashkent typically costs 6–7 million UZS. Upon enrollment, schools usually request an advance payment of 3–4 million UZS, with the remaining amount paid during the training period.

Average prices by type of driving school:

  • State driving schools — 6.5 million UZS
  • (full training program)
  • Large private schools in central districts — 7 million UZS
  • (standard program including practical sessions)
  • Driving schools in residential neighborhoods — 6 million UZS

Before taking the exam, many students require additional practice. These sessions are conducted with an instructor and paid for separately.

Cost of Additional Practice with an Instructor

In Tashkent, the price of a one-hour practical lesson starts at 100,000 UZS for standard vehicles and can reach 200,000–250,000 UZS when training on newer models. Rates in the regions are lower, but they also depend on the type of car used and the instructor’s experience.

Driving schools offer express courses for students who have already completed standard training. Prices and course content vary depending on the school and the training format.

Cost of Training in Women’s Driving Schools

Tuition fees in women’s driving schools are the same as in standard programs, averaging 6–7 million UZS for a full course. The curriculum fully complies with SBDD requirements; the only difference is the format: groups consist exclusively of women, and all sessions are conducted by female instructors.

Required Documents for Enrollment in a Driving School

To enroll in a driving school, you are typically asked to provide:

  • a passport or ID card
  • a medical certificate (Form 083/y)
  • four 3×4 photos

Some driving schools arrange the 083/y certificate through their partner medical centers, but in most cases you need to obtain it in advance and bring it with you.

How to Complete the Medical Examination and Obtain Form 083/y

Without the 083/y medical certificate, you cannot begin training or take the exam.

The certificate can be requested online through the portal my.gov.uz . You must select the service “Obtaining a Medical Certificate (Form 083/y)” and enter your personal information. After that, you must undergo a medical examination at a state polyclinic or a private clinic authorized to issue this certificate.

Not all private medical centers are connected to the system or have the right to provide Form 083/y. Therefore, before visiting a clinic, it is important to confirm that it is officially approved to process and submit data for this certificate.

Obtaining the 083/y Medical Certificate via my.gov.uz

The medical examination includes visits to an ophthalmologist, therapist, otolaryngologist, and, if necessary, a neurologist. More details are available on gov.uz.

During the assessment, physicians check your vision, general health, and any contraindications to driving.

Documents required for the medical examination:

  • a passport or another valid identity document;
  • two color photos sized 3.5 × 4.5 cm;
  • a certificate from the neuropsychiatric dispensary;
  • a certificate from the narcological dispensary;
  • a payment receipt (the cost of the examination is determined by the medical facility).

After you complete all required specialists, the medical center submits your information to the electronic system, and the certificate automatically appears in your personal account on my.gov.uz.

Once the medical certificate has been issued and the training is completed, the next step is to register for the exam at the Unified Examination Center.

How the Exam Is Conducted

All exams are administered at the Unified Examination Center. Candidates register online, select a convenient date, and arrive with their passport.

The cost of the practical exam depends on the chosen date:

  • 1 million UZS — if the practical test is taken on the same day as the theory exam;
  • 1.2 million UZS — if the practical test is scheduled for a different day.

You may also pay 1 million UZS on the day of the theory exam and take the practical portion later — the price will remain the same.

Registration at the Unified Examination Center

The theoretical exam is taken first. It is a computer-based test consisting of 20 questions. Candidates have twenty-five minutes to complete it, and must answer 18 out of 20 correctly to pass.

After passing the theory exam, the practical test is scheduled for the same day.

The practical exam takes place on the center’s driving range and includes the following required maneuvers:

  • slalom (“snake”);
  • ramp start;
  • parallel parking;
  • turning in a confined space;
  • stopping at the designated line.

Before the test begins, an examiner provides a brief orientation, outlining the sequence of maneuvers and the requirements for each element. Even if these skills were already covered during driving school training, candidates may ask clarifying questions — examiners provide all necessary explanations prior to the start.

The scoring system is based on a 100-point scale. Each candidate starts the exam with 100 points, and penalty points are deducted for every mistake. The deduction amount depends on the type of violation. For example, stopping too close to a pedestrian crossing may result in a 5-point deduction.

Also the system records each error and converts it into penalty points. If the total deductions exceed 99 points, the exam is automatically marked as failed.

All examination vehicles are equipped with sensors that detect violations in real time. This eliminates the human factor: the system tracks the vehicle’s trajectory, distance, and lane markings, and then generates the final score. Because of this automation, practical exam results cannot be appealed — the decision is made by technology, not the instructor.

How to Retake the Exam

If a candidate fails any stage of the exam, they may retake it after seven days. Each additional attempt costs 1.2 million UZS.

Documents Required to Obtain a Driver’s License

To receive a driver’s license, you must either visit the Unified Examination Center in person or apply online through my.gov.uz . In both cases, the list of required documents is minimal.

You must have:

  • a passport or ID card;
  • a valid 083/y medical certificate.
  • Certificate

Immediately after successfully completing the practical exam, you are issued a Certificate of Exam Completion. This document is then exchanged for a driver’s license at the nearest Public Services Center.

How Long It Takes to Receive a Driver’s License

A driver’s license is typically issued within 3 to 10 days, depending on the workload of the center. In practice, the Certificate of Exam Completion allows you to temporarily drive a vehicle until the license is issued.

The Examination Center automatically receives the results of both the theory and practical tests, so no additional documents need to be submitted.

If the application is submitted through my.gov.uz, passport data is filled in automatically, and the medical certificate appears in the system after the examination. Once the fee for issuing the license is paid, the document is usually ready within one to three days.

The issuance fee is 0.7 Base Calculation Value (BCV). With the current BRV set at 412,000 UZS, the fee amounts to 288,400 UZS.

Validity Period of a Driver’s License

A driver’s license in Uzbekistan is valid for 10 years. Once it expires, it must be renewed either through the my.gov.uz portal or at a GSBBD (Traffic Safety Department) office. To complete the renewal, you only need to submit an application, obtain a new medical certificate if the previous one is no longer valid, and pay the fee for issuing the updated license.

What to Do If Your Driver’s License Has Expired

If your driver’s license has expired, the replacement procedure depends on how much time has passed and whether you continued driving during that period.

  • Expiration of less than one year: the license will be replaced without requiring any exams.
  • Expiration of more than one year and you did not drive: you may be required to retake both the theory and practical exams.
  • Driving with an expired license: a fine will be issued.

Additional requirements:

  • You must bring your old license, even if it is no longer valid.
  • A new medical certificate may be required if the previous one has expired.
  • The replacement is processed at a Public Services Center.
  • The new license is valid from the date of issuance, not from the expiration date of the old one.
