Electricity payment limits imposed on thousands over unpaid waste collection bills
More than 151,000 residents of Uzbekistan have faced temporary restrictions on paying for electricity due to outstanding debts for household waste collection services, according to the Agency for Waste Management and Circular Economy Development.

The agency said that as of 16 January, warning SMS notifications were sent to 873,990 subscribers with overdue payments for waste collection totaling UZS 87.5 billion. Debtors were given five days to settle their arrears, during which time payments amounting to UZS 7.4 billion were made.
Despite this, electricity payment restrictions were imposed on 151,202 subscribers who had accumulated waste collection debts worth a combined UZS 14.8 billion. The agency emphasized that the restriction is lifted immediately once the debt is paid in full.
The measures are part of a payment discipline mechanism introduced in February last year to improve fee collection for waste services. Under the procedure, information on debtors is transferred by the third day of each month from the Toza makon electronic billing system, operated by the Waste Management Agency, to the billing system of Hududiy elektr tarmoqlari, the regional power distribution company.
The agency clarified that the mechanism does not apply to debts accrued before 30 June 2025.
In mid-January, authorities began sending mass SMS warnings to subscribers with overdue waste collection payments. By 16 January, nearly 119,000 people had already received such notifications, the agency previously reported.
