Overcharge scandal hits Namangan healthcare as authorities demand full restitution

The territorial branch of the Competition Promotion and Consumer Protection Committee in Namangan region has ordered several medical associations to recalculate and refund nearly UZS 300 million that was unjustifiably collected from citizens.

The investigation, conducted by the regional department, targeted medical associations in Toraqorgon, Uychi, Uchqorgon, Chortoq, and Yangiqorgon districts. These facilities operate under the Ministry of Health. The audit focused specifically on the metrological inspection of medical measuring and testing equipment used during patient examinations, as well as the accuracy of billing for medical services.

The findings revealed that these medical associations were providing services using equipment that had not undergone mandatory metrological certification within the legally required timeframes. Furthermore, the committee discovered that patients were being charged for various medical materials and supplies that were included in official price lists but were never actually used during their treatment. These practices resulted in nearly UZS 300 million in unjustified income for the medical institutions.

In response to these findings, the Special Commission of the regional department initiated a case regarding violations of the Law on the Protection of Consumer Rights and relevant Cabinet of Ministers resolutions governing the provision of services in this sector. Upon the conclusion of the review, the commission issued binding instructions to the medical associations to return the overcharged funds to the affected consumers.
