Toshtemirov’s name previously surfaced in a 2023 investigative report by Kun.uz regarding corruption within the process of sending workers to South Korea. Video evidence from that investigation suggested that he may have facilitated a scheme to allow his acquaintances to take qualification exams in place of legitimate candidates seeking employment in Korea.
This development follows a major announcement today, May 14, by the Department under the Prosecutor General’s Office regarding the exposure of a massive corruption ring involving several former migration officials. That investigation revealed that an organized group collected illicit payments ranging from $7,000–12,000 per person, totaling an estimated $90 million, in exchange for job placements in South Korea.

The search for the former official remains active as investigators continue to look into systemic corruption within the labor migration sector.
