Samarkand to triple in size and double population under new master plan through 2045

A draft resolution by the Cabinet of Ministers has been published on the national legislative discussion portal, detailing a comprehensive master plan for Samarkand’s development until 2045. Prepared by the Samarkand regional administration following presidential directives, the document outlines a strategic roadmap to modernize the historic city into a major urban center capable of supporting 1.2 million residents.

The plan sets ambitious territorial targets, proposing to expand the city’s administrative boundaries from the current 11,272 hectares to 28,415 hectares – an increase of approximately 2.5 times. This expansion is designed to accommodate a projected population growth from the current 560,000 to over 1 million people. The overarching goals of the document include streamlining construction permits, planning integrated engineering and transport infrastructure, and ensuring the protection of cultural heritage and green zones.

In a move mirroring the urban planning strategy of Tashkent, Samarkand will be divided into specific functional zones: conservation, reconstruction, and renovation. The conservation zones are strictly dedicated to preserving historical monuments and green spaces, with a total ban on new construction. Reconstruction zones will focus on areas developed within the last five years where the living environment is already established, though high-rise infill projects may be permitted following public consultation. Meanwhile, renovation zones will target vacant lands, industrial sites, and low-rise private housing areas, allowing for the demolition of seismically unsafe or ecologically damaging buildings to make way for modern multi-functional complexes.

Environmental sustainability is a central pillar of the 2045 vision. The city currently possesses 9,461 hectares of greenery, but the master plan envisions the creation of an additional 11,000 hectares of green space. Furthermore, a massive "green belt" spanning 18,000 hectares will be established around the city. These measures aim to double the per capita green space to 10 square meters, significantly improving the local climate and air quality.

Infrastructure development will also see a major boost to support the city's expanded footprint. Currently, Samarkand has 527 kilometers of roads; the plan calls for the construction of 837 kilometers of new streets and the expansion of another 160 kilometers of existing roads. Public transport is set for a renaissance as well, with the local government planning to introduce new tram lines across 27 different routes to enhance connectivity and reduce reliance on private vehicles.
