Uzbekistan to collect biographical and biometric data of foreigners while crossing state border

A draft resolution “On approval of the Temporary Procedure for the Collection, Storage, Processing and Exchange of Biographical and Biometric Data of Foreign Citizens and Stateless Persons Crossing the State Border of Uzbekistan” has been published.

As the need to adopt the draft of this resolution, it is indicated that foreign citizens and stateless persons arrive on the territory of Uzbekistan for the purpose of work, service, education, treatment, pilgrimage and recreation. In practice, it is not uncommon for some persons to present one document as a document on movement when passing through checkpoints across the state border, and while staying on the territory of Uzbekistan, they present a document on citizenship of another state (or with other biographical data).

This leads to inconsistencies in information systems in the means of accommodating foreign citizens and stateless persons at their request, registering in medical institutions or residential premises, providing them with public services, and activities related to personal identification.

This draft resolution approves a temporary procedure for the collection, storage, processing and exchange of biographical and biometric data of foreign citizens and stateless persons crossing the state border of Uzbekistan.

On the basis of the temporary regulation, automatic exchange of biographical and biometric data of foreign citizens and stateless persons between the Ministry of Internal Affairs, the State Security Service, the State Personalization Center under the Cabinet of Ministers via secure channels of information transfer is being provided. The procedure for processing and storage of data in accordance with the norms of the current legislation, requirements interdepartmental electronic interaction interface will be defined and confirmed in separate bilateral Technology Instructions.

The period of validity of the temporary regulation in order to fully and effectively test modern methods of information technologies for biometric registration of foreign citizens and stateless persons at checkpoints, as well as until the relevant changes and additions are made to the legislation in this area, is set until December 31, 2024.
