Shameful result of a tender which is organized by the Ministry of Preschool and School Education canceled

The SUE “Supply and Logistics Service” under the Ministry of Preschool and School Education held tenders in 11 lots for the purchase of 1-11 grade English exercise books, textbooks and educational methodical sets for the 2023/24 academic year. However, the results of this tender were canceled by the report of the commission meeting on complaints in the field of public procurement.

The minutes of this meeting have been placed in the electronic system of public procurement. It is written that the evaluation criteria for this procurement contained actions that lead to or could lead to restriction of competition. It was noted that this may cause the interests of the participants of tenders to be violated.

According to the report, the publishing and printing creative house “Uzbekistan” made an offer of at least 30% lower price among the participants of the tenders, but this was not taken into account by the procurement commission.

When the documents submitted to the commission and the state of work were examined in detail, it was found that the price offer of the publishing and printing creative house “Uzbekistan”, which was unreasonably excluded from the tender, was 30% lower than the offer of the winning bidder.
 
Taking into account that the state customer must take into account the value of the goods, effectively use the funds allocated for state procurement, ensure the optimal ratio between the quality and value of the goods, the above state procurements conducted by the SUE “Supply and Logistics Service” were canceled by the decision of the commission.

This is not the first attempt by the SUE “Supply and Logistics Service” to make purchases at an expensive price.

Earlier, Kun.uz wrote that this enterprise conducted 12 tenders for the purchase of educational equipment, 4 of them were won by a company engaged in the wholesale trade of wood and construction materials, and one by a car washing company. According to Kun.uz calculations, contracts were signed with the winning companies at high prices of 13.5 billion soums.
