In his address, the president underscored that protecting human dignity and ensuring public health remain top priorities of state policy. He noted that budget allocations to the healthcare sector have increased sixfold in recent years, allowing high-tech medical services to expand from central institutions to regional facilities.
To strengthen primary healthcare, a new model based on international best practices has been introduced. Within a short period, 490 institutions were reorganized, and 350 independent family polyclinics were established. In terms of digital transformation, the unified DMED platform has been launched, integrating the medical data of over 36 million citizens and introducing electronic management of ambulance services.
The role of the private sector in healthcare has also grown significantly. The number of clinics has increased from 3,500 to 9,000, while the range of services expanded from about 50 to nearly 130 types. Pharmaceutical production rose from UZS 1.4 trillion to UZS 6.3 trillion, and export volumes surged from $6.3 million to $250 million.
As a result of ongoing healthcare reforms, maternal mortality has declined from 21 percent to 11 percent since 2017, while infant mortality fell from 11.5 percent to 7.8 percent. The average life expectancy in Uzbekistan increased from 73.8 to 75.1 years.
President Mirziyoyev stated that the government will continue to ensure fair remuneration, better working conditions, and advanced training opportunities for doctors. He also set tasks to expand the use of innovations, artificial intelligence–based diagnostics and treatment, and to introduce international healthcare standards.
