Tashkent resident fined UZS 82 million for turning empty lot into green space
A resident of Tashkent’s Yashnabad district, Arsen Avanesyan, who used his own funds to transform an abandoned plot near railway tracks into a landscaped green area, has been fined for violating land regulations. He has been ordered to return the site to its original state – an empty lot. The fine amounts to UZS 82.4 million.
The story was made public by blogger and civic activist Islam Kaparzo.
Avanesyan said he began improving the area in 2022. He planted around 1,500 plants, installed an irrigation system, lighting, and video surveillance. About 300 neighbors joined the effort. According to him, roughly one-third of the plants died due to water shortages, but the irrigation system was eventually completed.
“I wanted us to have our own park,” the project initiator said.
According to Avanesyan, before starting the work he coordinated the initiative with the neighborhood committee, and local residents supported the idea.
“In fact, the local administration was aware,” he noted.
The resident spent more than UZS 1 billion of his own money and several years of work – together with relatives and neighbors – to create the park.
