Samarkand set for green and energy-efficient development push in 2026

A presidential decree titled On accelerating measures to further promote the socio-economic development of Samarkand region has been adopted.

Under the document, the region and its districts and cities will be transformed into model and methodological territories, with the necessary infrastructure conditions put in place. A targeted program has been approved to create the required infrastructure for implementing driver projects in Samarkand region, formed on the basis of initiatives proposed by the regional and district (city) governors.

In particular, the program provides for:

  • construction, reconstruction, and repair of 298 kilometers of international, national, local, and inter-farm roads, as well as 15 overpasses;
  • repair of one substation in 14 districts (cities), installation of 70 transformer substations, and modernization of 137 kilometers of power lines;
  • construction and repair of 90 water facilities and 242 kilometers of water networks in 14 districts to improve drinking water supply and wastewater systems.

To ensure the sustainable socio-economic development of Samarkand region with the necessary infrastructure, a total of UZS 5.2 trillion will be allocated in 2026, including:

  • UZS 1.9 trillion under Uzbekistan’s 2026–2028 social and production infrastructure development program;
  • UZS 250 billion, in addition to UZS 1.8 trillion earmarked for neighborhood infrastructure development programs, financed through funds allocated for regional socio-economic development in line with additional presidential instructions;
  • an interest-free loan equivalent to $100 million, provided in national currency from the Reconstruction and Development Fund, to be allocated to the local budget of Samarkand Region for a seven-year term with a two-year grace period.

From July 1, 2026, all revenues from the tax paid by agricultural enterprises in Samarkand for the use of water resources will be fully transferred to the disposal of district and city water utilities. To promote the adoption of water-saving technologies, applicants will receive subsidies of UZS 12 million per hectare for drip irrigation systems introduced in cotton fields, in accordance with established procedures.

From January 1, 2026, all construction, repair, and modernization projects in the region will be implemented strictly in line with green principles and minimum energy-efficiency requirements.

Starting from the 2026/2027 academic year, measures will be taken to establish an engineering faculty at Kattakurgan State Pedagogical Institute in cooperation with Turin Polytechnic University in Tashkent.
