Household water debts in Uzbekistan fall by nearly half in 2025

Household arrears for drinking water supply and wastewater services in Uzbekistan declined sharply in 2025, falling by 49 percent to UZS 462.9 billion, according to Uzsuvta’minot JSC.

Accounts receivable stood at UZS 908.8 billion at the beginning of 2025 but dropped to UZS 462.9 billion as of January 1, 2026. The reduction was achieved amid tighter payment discipline and strengthened enforcement measures. Over the course of the year, 70,000 consumers with outstanding debts were disconnected from the water supply network.

Uzsuvta’minot reported that 800 million cubic meters of drinking water were delivered during the year, with the total value of services reaching UZS 3.34 trillion. Improved payment collection resulted in revenues rising by UZS 978 billion, or 1.3 times, to UZS 4.3 trillion. The share of online payments increased from 84 percent to 100 percent.

Debt recovery efforts were also intensified through legal channels. In 148,000 cases, unpaid bills totaling UZS 392 billion were referred to the courts. Enforcement raids uncovered 11,200 violations, including 4,700 instances of illegal connections. The resulting damage was estimated at UZS 84.4 billion, of which UZS 39.4 billion has already been recovered.

The company attributed much of the progress to coordinated action with local authorities, prosecutor’s offices, and the Compulsory Enforcement Bureau. As a result, household receivables were reduced by UZS 445.9 billion compared with the start of the year.

Further analysis shows a significant improvement in the structure of household debt. The number of consumers owing more than UZS 1 million fell by 58,800, or 46 percent, reducing total debt in this category by UZS 154 billion. Meanwhile, the number of households with arrears older than one year declined by 137,100, or 32 percent, representing a reduction of UZS 85 billion.
