Competition Committee orders Andijan waste management company to refund UZS 3.5bn over service violations
The Competition Committee has found multiple violations in the operations of the waste management company And Obod, ordering the firm to return UZS 3.5 billion to consumers.

The investigation was conducted by the Andijan regional office of the Committee, focusing on waste collection and disposal services. The inspections aimed to protect residents’ interests, improve the quality of municipal services, and enhance the region’s environmental conditions.
During the review, authorities discovered that And Obod failed to collect and transport waste according to the established schedule and did not meet legal standards for service quality. These shortcomings led to significant accumulations of waste in several districts.
The Committee determined that the company had unjustly received payments of approximately UZS 3.5 billion from residents for services that were either partially or entirely unprovided.
A special commission has initiated a case against And Obod for violating Articles 19 and 21 of the Consumer Protection Law. The company is required to refund overpayments, rectify identified deficiencies, and ensure compliance in the future.
