Samarkand district heads under investigation for including family members in official China trips

The Anticorruption Agency has revealed significant irregularities related to official foreign trips from the Samarkand region. Investigations confirmed that the heads of the Kushrabat and Kattakurgan districts included family members and unauthorized individuals in state-funded trips to China.

According to the Agency, documents detailing these breaches of conduct have been forwarded to law enforcement agencies for further legal action.

The investigation into the Kushrabat district administration uncovered several instances in which state resources were allegedly misused to facilitate personal travel. Notably, a seminar in China organized for professional farmers from Central Asian countries included the district head’s driver, M.T., and his son, D.D., as part of the official delegation.

Furthermore, a separate 32-member delegation was formed for a special training course titled “Agricultural Development and Processing Organization” in China. While the list was intended for relevant officials and farm heads, the Agency discovered that the district head’s spouse, M.S., and a close relative of another district official, Ch.H., were added to the group without any professional justification.

The probe also revealed that two other individuals, N.Kh. and M.S., were officially registered as employees of Vocational School No. 1 in the Kushrabat district to qualify for the trip, despite having no actual employment history with the institution.

Similar discrepancies were found in the Kattakurgan district. A business trip to China scheduled for May 22–30, 2025, aimed at securing investment projects and trade agreements, included a local administration employee whose professional duties had no direct connection to the mission’s objectives.

The Anticorruption Agency emphasized that these actions directly violated the presidential decree issued on June 16, 2021. The decree mandates that all information regarding the foreign business trips of government officials be publicly disclosed. Both the Kushrabat and Kattakurgan district administrations reportedly concealed this information without legal grounds.

The Agency reiterated its commitment to ensuring the rule of law and the inevitability of punishment for corrupt practices. By transferring the gathered evidence to law enforcement authorities, it aims to eliminate factors contributing to corruption within local governance.
