Uzbekistan to allow conscripts to study during service, offer incentives
Uzbekistan plans to allow conscripts to study at universities during their military service and introduce a range of incentives.

According to the presidential press service, the measures are part of broader efforts to expand young people’s access to education, skills training, and employment.
At a Security Council meeting on January 13, officials outlined priorities aimed at raising the prestige of military service and helping young people establish themselves in society.
From the 2026/2027 academic year, conscripts will be able to enroll in higher education institutions and study remotely while serving. Military units, in cooperation with universities, will offer preparatory courses and entrance exam training.
Soldiers admitted to fee-based programs will be eligible for concessional, interest-free loans. Those enrolled will receive a status equivalent to that of students in military faculties and, upon graduation, will be awarded the rank of reserve lieutenant.
Top-performing soldiers, as well as winners of national and international sports competitions and academic Olympiads, will be able to enter universities without having to take entrance exams.
Authorities will also introduce short-term training courses lasting three to six months during military service under the principle “One soldier – one profession,” with participants receiving state-recognized certificates.
For those returning from service, the cost of professional training for private-sector employment will be covered through vouchers from the State Employment Support Fund.
Applicants for government jobs will receive a 10% bonus on test scores administered by the Public Administration Effectiveness Agency.
The meeting also reviewed measures to promote reading among service members, including an annual four-stage nationwide competition titled “Shield of Spirituality” across all branches of the armed forces.
Four winners of the final stage will receive the Supreme Commander-in-Chief’s top prize – a modern electric vehicle – along with diplomas. In contrast, other prize winners will receive cash awards and certificates.
President Shavkat Mirziyoyev approved the proposals.
